A 17-storey civic building organised around a single continuous shelf, wrapping 300 metres of facade to form the building's structural and spatial logic. The unbroken floor plan allows books to be stacked in one seamless sequence across the entire building, while a gentle slope woven into the plan ensures full accessibility throughout.
